BACKGROUND The worldwide growth of international aviation has resulted in millions of air passengers flying to different parts of the globe on a daily basis for both business and pleasure. The volume of air passengers flying either to or through the Middle East from other nations has increased significantly over the past decade. The economic importance of civil aviation in the Middle East has resulted in both significant employment increases in those industries closely connected with the trade and tourism sectors of the economy, and increased revenues from which governments have been able to undertake socially desirable projects benefitting the people. In the late 2016, a number of European nations reported a large number of dead wild birds having been exposed to a highly pathogenic strain of Avian Influenza (H5N8) posing a possible threat to birds and even humans. However, significant volumes of air passengers continue to travel between around the world, including the major Middle Eastern gateway airports (e.g., Abu Dhabi, Doha, Dubai, Jeddah, Riyadh, etc.) daily from those areas experiencing cases of the H5N8 virus. WRITTEN ASSIGNMENT In your new job in the Saudi Arabia General Authority of Civil Aviation (GACA), you have been asked to prepare a report on the H5N8 variant of Avian Influenza and the legal implications it may have involving international aviation laws and treaties. Notes: 1http://www.who.int/influenza/human_animal_interface/avian_influenza/riskassessm ent_AH5N8_201611/en/ While you are expected to achieve some working knowledge of the H5N8 variant of Avian Influenza as a result of your research, your primary task is to examine the legal implications of the outbreak of H5N8 as it relates to international civil aviation operations. In particular, you will be assessed on the following: 1. Create a summary of what is known about the H5N8 variant of Avian Influenza, and how it can impact airline flight crews, ground support personnel, and air passengers. 2. Identify whether existing international aviation laws and regulations require airlines to transport passengers with H5N8. 3. Examine whether a nation, under existing international aviation laws, restrict or otherwise prohibit passengers from the H5N8 from either embarking or disembarking from a commercial international airline flight. 4. Address the potential legal implications of the air carriers if a passenger with H5N8 on an international flight has been found flying on their aircraft. 5. Identify the steps necessary if a government like Saudi Arabia (or a group of governments such as those in the GCC) wishes to utilize existing international aviation conventions to limit, restrict or otherwise prohibit passengers with the H5N8 on international commercial airline flights. The report is to be of professional quality and created using Microsoft Word. You are expected to submit the written reports at the date, time and location specified by the lecturer. The report must include both textual references and a reference list at the end of the report for all outside sources used in your report. Your report is also expected to have a professional-looking cover that contains your name, your student ID number, the title of the paper, the course number (i.e., AVM 310), and the submission date. Only scholarly sources are to be used in addition to your textbook and other textbooks from the PSU Aviation Management curriculum in this report. Additional scholarly resources can be found at the PSU library, as well as other academic libraries. Your knowledge and ability to carry out research skills is essential to successfully complete this report. The report is to be formatted in MLA, the same format that is taught in ENG 103 at PSU. You are not permitted to identify Skybrary/Wikipedia as a source as these sources are not scholarly sources for information. Note that any acts of plagiarism by you in the development of this report will be considered cheating and subject to the penalties by PSU. ORAL PRESENTATION Once your report has been submitted for assessment, you will present an oral presentation before the class and others invited by the lecturer. In your five (5) minute presentation, you will discuss the following: 1. What is the H5N8 strain of Avian Influenza and how can it impact international civil aviation operations. 2. What does international aviation laws and regulations currently state about transporting international air passengers with H5N8. 3. What does international aviation laws and regulations permit in terms of governments being able to limit, restrict, or otherwise ban those with the H5N8 from embarking or disembarking international airline flights. 4. Identify the liability issues that commercial air carriers may face in terms of the transport of international passengers with H5N8. 5. Identify how governments can more effectively address the issues pertaining to the transport of international air passengers with H5N8. Brief questions will be raised by other classmates, the lecturer, or other guests regarding your presentation at the end of your presentation requiring answers.
