Broad redistributive programs
Medicare and Medicaid were broad redistributive programs. The intended beneficiaries were population groups: the aged (Medicare) and the poor(Medicaid). Although health providers also benefited from these programs,Medicare and Medicaid were clearly different from producer-type regulations (which are also redistributive). Medicare and Medicaid were “visible”forms of redistribution, the legislative debates were publicized, and the intended beneficiaries were specific population groups.
