Information sharing in public safety emergency response sitituations

The Policy Overview and Background Section of Capstone I is intended to give the reader the opportunity to fully understand the scope of the issue or policy and why it is important. This section is similar to a literature review because it identifies the relevant literature on the subject. This section is heavy on synthesizing and reporting scholarly research on the topic. The section frames the discussion around the problem statement that is identified in the introduction but provides additional breadth around the problem. The goal is to make certain that you fully understand the issue/problem, in all of its complexity, before you undertake any effort to resolve the problem. Generally, the policy overview and background could consist of (but not limited to) the following type of items: • Start with a review of the key factors/elements of public policy as related in PAD601 & 616. • There should be a discussion of the history of the issue/policy. • What is the relevant research on the topic and what have others done regarding this issue/policy? (Use scholarly sources) • What are some of the main barriers or obstacles that affect this issue/policy? • What are the key benefits of overcoming the barriers and resolving the issue or putting in place new policy to address the problem statement? • Who are the key stakeholders affected by issue/policy and what are their respective interests? This section should be a narrative. Although there is no absolute minimum, I would expect to see 10-30 pages in this section which includes charts, graphs, tables, and diagrams (I encourage you to use charts, graphs, etc. ---they can really help you present your information. Feel free to devise your own or to use someone else’s—with proper attribution, of course.)
