But public sector recruitment will be limited by sluggish oil prices and higher salaries
Oman’s recently issued budget statement says the country’s private sector will create between 12,000
and 13,000 new jobs in 2017.
The new roles will be a result of “investment projects that have economic returns”, said the
government’s statement.
The news wasn’t so good for the public sector. “Recruitment in the public sector during 2017 will be
very limited, due to the […] sharp fall of oil prices and higher spending on salaries and wages,” it said.
The sultanate is hoping to future?proof its economy and invest in non?oil projects to diversify, in
common with many of its neighbours.
Political commentators have described it as a tough budget, but one that is necessary to modernise the
economy and provide jobs for the future.
The National Programme for Enhancing Economic Diversification (Tanfeedh) is slated to play an
important role in Oman’s economy in the coming years. Tanfeedh will “improve the investment
climate and enhance the role of the private sector” and “review and modernise laws and legislations,”
said the statement.
Oman is also aiming to get more of the local population into private sector roles. Shaswar Al Balushi,
head of the Tanfeedh labour market lab, believes there are thousands of positions currently filled by
expats that Omanis could competently perform.
“There are around 1.5 million expatriate workers in the private sector,” Al Balushi told the Times of
Oman. “Now, if we avoid half of the low level jobs from the 1.5 million, then we have 700,000 jobs
available. Even if we take 10 per cent of this, there are 70,000 jobs. Omanis have to be productive and
positive so that employers will give them preference.”
Last year, the government said it might scrap ‘no objection’ certificates for expats wanting to change
jobs, in the hope that cutting down on red tape would attract investment in the labour market.
